Geylan Media posted a copy of the proposed amendments to the constitution that were sent to the parliament today.

Based on my understanding:

Somali citizens will vote for both houses, the president and vice president, regional presidents and vice presidents, regional parliament, and local government through a secret ballot system.

An Independent Electoral and Boundaries Commission will be established to manage, register voters, parties and candidates, and announce the results of the elections. They will conduct voter registration and elections in both state and federal elections.

This commission will have 15 members that will be selected by the council of ministers then approved by the parliament, and the president.

The electoral system will adopt a two-party system. All registered political parties will compete for these two positions in local elections, and the two parties with the highest votes will become the two national parties that will compete for seats in the House of Representation and the positions of president and vice president.

• 1 whole section,
• 30 Articles,
• 190 Sections,
• 2 schedules.

Removal:

• 16 Articles,
• 65 Sections,
• 2 schedules.

Said changes and amendments had been effected without consultation or participation.

I used to be strongly in favor of further decentralization, but I am no longer so sure.
Abiy Ahmed is making me rethink a lot of assumptions I held to be true.

I always assumed that the 7 borders of Somalia would be secure whether there is a strong SNA or not. I was wrong. We need a Somali ethnic army. It is basically impossible to create such a force at our current level of centralization.

I want to be able to go toe to toe with the ENDF. If the price of that is greater centralization, f*ck it, so be it.

God forbid, if hsm wants to, this bill allows him to deploy african troops in PL and SL. Which he’s already signed a bill for in south Somalia after ATMIS leaves, “african frontier mission” will arrive in south Somalia.
