The proposed Amendments to the Election, Electoral System and political parties.

Geylan Media posted a copy of the proposed amendments to the constitution that were sent to the parliament today.

Based on my understanding:

Somali citizens will vote for both houses, the president and vice president, regional presidents and vice presidents, regional parliament, and local government through a secret ballot system.

An Independent Electoral and Boundaries Commission will be established to manage, register voters, parties and candidates, and announce the results of the elections. They will conduct voter registration and elections in both state and federal elections.

This commission will have 15 members that will be selected by the council of ministers then approved by the parliament, and the president.

The electoral system will adopt a two-party system. All registered political parties will compete for these two positions in local elections, and the two parties with the highest votes will become the two national parties that will compete for seats in the House of Representation and the positions of president and vice president.

Suddenly the two party system doesn't look that bad.
 
Here is a summary of the complete changes, amendments, and removal of Articles and Sections of the Federal Constitution:

Two Parliamentary committees:
  • Review, and
  • Oversight.

As confirmed by the Oversight committee, Review committee made sweeping amendments:

Additions:
  • 2 chapters,
  • 1 whole section,
  • 30 Articles,
  • 190 Sections,
  • 2 schedules.

Removal:
  • 16 Articles,
  • 65 Sections,
  • 2 schedules.

Said changes and amendments had been effected without consultation or participation.

Postscript:
Major challenges facing the nation with neither the plan, capacity nor the willingness to address:
  • Political: between FGS vs States,
  • Security,
  • Economics.

We will end up with the American night that we saw in the past few years. There will be no place for polarity, only majority.

I used to be strongly in favor of further decentralization, but I am no longer so sure.
Abiy Ahmed is making me rethink a lot of assumptions I held to be true.

I always assumed that the 7 borders of Somalia would be secure whether there is a strong SNA or not. I was wrong. We need a Somali ethnic army. It is basically impossible to create such a force at our current level of centralization.

I want to be able to go toe to toe with the ENDF. If the price of that is greater centralization, f*ck it, so be it.

Somalis have demonstrated over the last thirty years an extensive division into sub-sub-sub clans, perpetuating a cycle of violence. While a proportional system might result in numerous 1-seat sub-sub-sub clan parties prioritizing their tuulos, a two-party system, though not the most democratic, offers stability in a fractured country. This structure compels parties to appeal beyond their clan, requiring ideology, vision, and a message.

Consider Belgium and the Netherlands to understand the drawbacks of proportional representation. In these countries, it leads to prolonged government formation due to numerous small ideological parties

Besids given that most races eventually narrow down to two main contenders, having a robust opposition in the parliament provides a viable alternative, avoiding a scenario where individuals are unemployed on TikTok spreading fake news.

Speculating on Somalia's future, a resemblance to Japan might emerge, featuring a dominant, long-ruling party facing internal political factions challenging and evolving the party over time.

Currently we have corrupt ministers that Hassan employed after they helped him get elected, imagine if they were given control of the entire nation.

get rid of the power hungry stuff in there and it’s actually good. If this happens Somalia will see it’s worse years. You’ll see people on here calling political assassinations al shabaab neutralization since Hassan and NISA removed all independent media and SNTV has been hijacked. And those that disagree with his politics will be silenced by the UAE Jabhad he brought to the country.

God forbid, if hsm wants to, this bill allows him to deploy african troops in PL and SL. Which he’s already signed a bill for in south Somalia after ATMIS leaves, β€œafrican frontier mission” will arrive in south Somalia.

I'm against federalism, but Wallahi this is worse than federalismπŸ˜‚
