His right the western world do not like 'non western' societies to develop and they will do anything to keep them 'primitive' so their people can be shamed worldwide as backward. U only need to see how gadaffi was treated even though he was benevolent dictator. The western world do not like 'totalitarianism' becuz of their experience with hitler, stalin, mussolini, when they hear of a society that is not democratic that's what they envision and they fear if they get strong they will come after them. So their policy is to keep them down.

Don't even mention theocracies or religion run states. To be successful in the west, u need to be like japan and fully adopt secularism, be democratic and adhere to human rights system, create open free markets with minimal taxes, worker rights, so their business ppl can expand wealth

The reason the west moved a way from religion was the Constant infighting and slaughter of Christians of different sects. Look for example the Reconquista, the crusades, the hundred year war, the protestant revolution ad the subsequent xasuuq of them. Absolute religious freedom was the only way to end the blood shed. This still being so the modern secular west has been the most genocidal civilization in Human history.
