The EU-IOM Joint Initiative for Migrant Protection and Reintegration is funded by the EU to avoid migrants coming to Europe. They don’t go around prisons in Africa to ask for release of prisoners. All they do is help and assist people who want to return and assist them to return back. They cover all the flight costs, medical bills, temporary shelter, food and water, well-being and reintegration support etc.

It was the Somali govt who did the work of freeing those kids. The IOM only handles the travel part, and the EU gave the funding as part of their effort to stop migration in to Europe. However, all of the negotiations with the kidnappers through the Libyan govt were done by the Somali government
