As far as i know, it's only a recommendation. If there is a good leader who's of a different tribe and another good leader who's of Banu Hashim. It's better to chose the one of the prophet's tribe to be the successor/caliph.

Likewise, if a good leader is of a different tribe and the bad leader challenging his claim is a bad leader of Banu Hashim. It is better to chose the good leader as caliph even if he isn't of the prophet's tribe.

But as far as I'm concerned, Arabs did jack shit other than fight each other and get ruled by Turkic and Persians. Had the Ottomans not established an Islamic state over the reigon the Arabs would've gotten colonised by Portuguese and later other Europeans 400 years ago. Therefore the Ottomans were absolutely a caliphate, they led the Islamic world and carried it into the 20th century before it's collapse.

This is what I mentioned in my previous post sxb. It's all a part of their arabism agenda. To try make Arabs seem as some natural leader of the Arab world to cope with the past millenia of turkic-persian leadership of the region.
