With the only consensus based, agreed upon Federal Constitution being those of the 2004/2012, and subsequent unilateral amendments to the said Constitution by the gov't in Xamar, which nullifies core principles of the said Constitution, therefore it computes to conclude Xamar gov't seceded forming a South Central gov't.
And with PL standing by the consensus based Constitution, it is therefore the de facto legitimate political entity representing the Federal gov't.

I figured both sides could come too an agreement but it seems some are hellbent on not to give any concessions.
Part of me is fine with this constitution because we can finally move forwards from this limbo.
I mean be honest thats a stretch tho. That means when canΒ΄t change the constitution if not everyone agrees to it, which is not the point of Democracy u only need the majority it shouldnΒ΄t matter what 49% think if u have 51% . That also means that literally every state can hold us hostage if shit doesnΒ΄t go their way.
Im more intrested on why PL is so against that constitution and what are they contributing to the establishment of the consitution ?
In the mind of some of these old men the civil war can never be allowed to end. Otherwise they'll have to actually govern rather than play this endless game of musical chairs.
I have been hoping someone can actually articulate the main problems Puntland has with this constitution.
A lot of people seem to tip toe around the issue. Making it clear they oppose without giving any concrete reasons.
The main gist of it (from what I've interpreted)
β Anti Centralism (Federalism Preferred).
β Something to do with aid money, which I find strange because some reer Puntland make it seem they are financially independent (apparently not if they're upset about foregin handouts).

Yeah ive been struggling with that too, they throw around words like Dictatorship without saying WHY.
Actaully with 1p1v HSM made it easier for them to kick him out of the office.
He did not consult the federal member states when his team wrote this constitution. In which world, is it normal for the President of a Federal country, to make changes to a constitution, without consulting the relevant stakeholders aka the Federal Member States?
It's very simple.
HSM and his team wrote this constitution without consulting any of the stakeholders, especially not Puntland, who is the founding member of the Federal Government.
There is nothing controversial here, PL opted out of the process. Refused to attend the NCC meetings.
- The interim constitution had clear guidelines on how to finalise the constitution. They were followed. All stakeholders agreed on the process in 2012.
- PL is against finalising the constitution, because PL state would have to, per PL constitution relinquish to the FGS many powers it holds.
- PL is simply against any disturbance to the status quo. But the status quo is on the expense of South Somalia.
- FGS unfortunately can't wait any longer for PL to jump down from the fence.
.So is a war-torn nation at the tail of its ugly recent history trying to recover with war still brewing in many regions, and it is not a democracy where one could argue the majority rule concept. Its existence now hinges upon power-sharing, and shared & dual sovereignty till people have reached congruity in governance. Many nations have gone through that same process.
