The 2021 elections will be a pivotal moment in Somali history and will usher in a new era of peace

The citizens of Somalia will once again be able to give their support to the candidates and political parties of their choice through "one person, one vote" elections. This historic moment comes just before the 60th anniversary of our Nations independence. This is a time in history that all Somalis will look back on as the resurgence of our great nation. I commend this administration in having the determination to usher in this critical moment in our nations history.
 
This electoral law is meant to galvanize all Somalis and in particular young people which make up the majority of the population. These young individuals are eager for opportunities and development and will vote for the parties that have proven themselves able to lead the country into this new era.

There is plenty of time from now until the time of the elections for any logistical hurdles to be overcome with the assistance of our international partners. In terms of security, our American partners have already made a historic amount of attacks on insurgent compounds all over the country and troops are stationed in many areas meant to secure the ability of almost all individuals to take part in this election. As you know in every country including advanced western nations, not every single person votes. However a great number of people do vote and this will be the case in Somalia as well.

Somalis will vote directly for parties, with parliamentary seats being allocated according to the final tallies. Members of parliament will then elect the president and prime minister. The prime minister must come from the majority party in parliament. This system is superior to the outdated 4.5 system and will ensure people vote for their interests rather than a few people voting for special interests.

This administration is optimistic in their ability to bring about "one person, one vote" elections and with the support of all the different groups that have helped our country, we will undoubtedly be able to reach this milestone as well. Of course there will be people opposed to this citing many different challenges, but we will not allow those cynical and negative people to hold us back from progressing further. As long as the many individuals that live in this country give a mandate to an administration of their choice they will be more invested in making sure they are active in supporting that governments initiatives.

We are on a democratic path to move our country away from selfish interests and divisive politics based on tribalism. Somalis have witnessed what nonsensical bloodshed and warlordism has brought and that they aren't willing to go back to that dark time in our history. No more will loss of life or loss of property in our nation be allowed. This is a new era and I for one commend the Nabad iyo Nolal team headed by President Farmaajo and Prime Minister Kheyre for their great leadership and united front.

And I'm certain you don't meet that qualification, so until then wait your turn to run.

Our international partners have acknowledged multiple times, the different achievements this government has made and has touted it as the most successful administration since the civil war began. Obviously you and those in the opposition have no rebuttals to the success and thus repeat silly talking points. Here is clear evidence of what the United Nations thinks of this administration and the new electoral law in particular. This was a communique from Oct indicating the next steps the administration would take is legislating the law into effect and this is what has happened, but don't take my word for it read it and weep.

New electoral law for Somalia ‘a crucial next step’ says top UN envoy, addressing Partnership Forum

“Somalia is making tremendous strides. We are ready to move forward together in this limited time we have, together with our federal member states; both houses of parliament and the political elite. We will endeavour to chart forward, to ensure that progress achieved is not set back,” said Somalia’s Prime Minister, Hassan Ali Khayre, who led today’s discussions.

“Therefore, in the coming times,” he continued, “we will work on narrowed priorities, including holding open and fair elections and ensuring a peaceful transition, completion of the constitutional review process and deepening of federalism, all this while not losing sight of the gains made so far and the investment of our international partners.”

The two-day gathering brought together officials from the Federal Government of Somalia and several of the country’s Federal Member States, and representatives from more than three dozen countries and various international organizations.

Their joint commitments on the way forward were outlined in a communiqué issued at the end of the two-day meeting.

“International partners recognised Somalia’s achievements and commended the leadership of the Federal Government of Somalia for the significant progress in implementing reforms including improved public financial management and revenue generation, consultations on a new National Development Plan, extensive security reforms, successful operations to retake and stabilise territory previously held by Al-Shabaab, increased delivery of social services, and progress towards local reconciliation in some areas,” the communiqué stated.

“At the same time, a number of challenges remain, including the need to generate jobs and economic growth, continue the fight against Al-Shabaab, respond to humanitarian crises and build resilience, lay foundations for inclusive politics and strengthen respect for the rights, participation and representation of women and minorities,” it added.

Mutual accountability

In regard to the so-called Mutual Accountability Framework (MAF) for 2019-2020, the Somali authorities and their international partners agreed to narrow their joint focus to priority areas for action and resources in order to achieve key priority outcomes before December next year.

The MAF details the joint commitments of Somalia and its international partners in the areas of political reforms, security reforms, economic development and recovery and humanitarian assistance, as the country rebuilds after decades of armed conflict and climate-related shocks.

The international partners noted that despite advances in a number of key priorities, strengthened political cooperation between the Federal Government and some Federal Member States would have helped to accelerate progress.

Somalia’s leaders agreed that such cooperation is critical in order to make further progress on political, security and economic reforms – and that this will require the strong personal commitment of all leaders at a local and national level.

‘One person, one vote’ legislation, crucial

In relation to the federal ‘one person, one vote’ elections due around late 2020 and early 2021, the communiqué noted how the country’s executive and legislative arms are committed to adopting an Electoral Law by December this year.

Earlier in the day, during discussions on inclusive politics, the UN Special Representative for Somalia and head of Assistance Mission UNSOM, James Swan, flagged the importance of meeting set timelines.

“Passage of the electoral law is the crucial next step and we are pleased to see the commitment to make every effort to complete this by the end of 2019, failure to meet this deadline will jeopardize the mobilization of essential funding and risks slippage in the electoral calendar,” Mr. Swan said.

The UN envoy added, “Inclusive politics if handled with the necessary leadership and consensus building has the potential to accelerate progress across all of the Mutual Accountability Framework commitments.”

The communiqué also noted that Somalia has committed to completing its Constitutional Review by June 2020, as well as adopting an amended Federal Constitution, establishing a Constitutional Court and Judicial Service Commission, continuing the country’s National Reconciliation process, and ensuring the participation of all sectors of society, including women, in political decision-making.

International partners agreed to promote dialogue and political engagement and to mobilize resources to supplement government financing, following the adoption of the legislation to support these processes, and to help Somalia to meet the timetable for preparations.

Security sector reform

In the area of security reform, the communiqué highlighted how Somalia committed to successfully conclude current security operations, undertake further operations against Al-Shabaab, and complete priority reforms in the area of security, as well as justice and human rights institutions.

“In 2020, the focus of these will be jointly identified and planned, to ensure that all stakeholders can align their efforts and resources to agreed locations,” it stated

And this reaffirmation by the International community is from the beginning of this year in which they reiterate their pledge to stand by the FGS and support all initiatives they undertake.

Mogadishu – Somalia’s international partners* reaffirm their commitment to supporting preparations for the 2020/2021 federal elections.

In order for elections to be held on time, it is essential that an implementable electoral law be adopted as a matter of priority, in keeping with the Mutual Accountability Framework agreed between partners and the Somali authorities in October 2019.

The partners held a series of meetings in recent weeks with key stakeholders in the electoral process including with the National Independent Electoral Commission (NIEC), Speakers of the House of the People and the Upper House, the Upper House Ad-Hoc Committee in charge of reviewing the current electoral bill, and the Somali Police Commissioner who chairs the National Security Task Force responsible for developing the security plan for the elections. Discussions centred around the importance of Parliament adopting an implementable and fundable electoral law in a timely manner, before the end of its current session, and on preparing a plan, including a budget, for the arrangements to secure the elections.

The partners stressed the importance of finding solutions to aspects of the bill that remain unresolved, such as the definition of constituencies, the allocation of Upper House seats, progress in achieving the Somali goal of “one person, one vote,” measures to ensure a minimum of 30 per cent representation of women, voting arrangements and representation for Banadir and Somaliland, as well as other operational arrangements. They called on the Parliament to finalize an implementable law without delay to avoid a risk of political instability.

Partners have continued to provide technical support to the NIEC to jointly prepare and present options for Somali actors to resolve the outstanding issues in the draft bill. At the request of the speakers of the two houses, the United Nations has provided a document, prepared jointly with the NIEC, with details of these options for their consideration.

Somalia’s international partners urge that Parliament seriously consider these technical options and agree on an implementable law before going on recess.
 
Designated voting sites will be publicized by The Federal Government of Somalia nearing the time of the election. Until then you will have to wait to learn of the different areas like the rest of the shacab.

But we are more than ready to undertake this challenge with the full backing of all of our international partners.

Receiving a mandate from THE PEOPLE is important to this administration, we will showcase to the world that our citizens are confident in our leadership and thus strengthen our confidence all across the world. Any opposition that thinks they have a chance to win against N&N while meeting the necessary qualifications are more than welcome to participate as well.

The election will be on a level playing field that much is a given and will be handled by an independent elections council. All candidates including the incumbent President must abide by the same rules that are written in the electoral laws. No one is above the laws, which is an important precedent being set in Somalia.

Obviously the incumbent has somewhat of an advantage over other candidates because the people are familiar with him and his party. They are also familiar with his accomplishments and faults. They can take all of this into consideration when choosing who they'd like to win.

If the President wins another term, that's completely fine and does not indicate any foul play. Likewise the same is true if he loses.
