Somalia was a centralist country in 1960 and consisted of 8 regions similar to today’s FMS. It was just under Mogadishu. Then a dictator came in 1969 and cut those regions up to how he liked it and massacred innocent civilians in the meantime. Federalism today is to protect that from happening again and if Mogadishu collapses other state capitals and FMS are in tact and functioning.
1960 government was a central unitary one. The 8 regions where powerless over glorified mayors and had no true authority. It was largely peaceful and effective for it's time. If we had a federal system Barres coup probably wouldn't success.
But that's the point of federal system innit? No single figure or institution could impose it's well on the people without consensus. This proves that federalism is nothing more than a precautionary measure to prevent another Siad Barre from taking over even if it was the worst possible system for Somalis deeply divided and cynical state..
We will all back up our own FMS presidents no matter what hampering any form of progress and state building.
