Djiboutians aren't secular. We are governed by sharia law and we have become even more religious over the decades.
Just because we don't have Al sheba terrorists bombing the coffee shop doesn't mean we aren't religious. Djibouti is a stable country with no terrorism or wars although we have dictatorship

The issa woman is modest in Djibouti. Going to some majority non-somali areas and getting surprised when you see non somali behaviour doesn't reflect on the Somali people living there.

Maybe if you were talking about the 80s and 90s you would be correct, my mother didn't wear a hijab when she was growing up in Djibouti. She told me a lot of young girls didn't back then *till they got married but now it's become standard to wear it. Visited there in 2017 and everyone wore it.

Before the civil war Somalia was also very liberal, not many women wore jilbab etc.

I think that was nearly all places before Arab gulf states started spreading their influence.
Nah, check any video of somalis before 1990, they did wear jilbaabs but still had headscarfs and the traditional gambo.

I also believed until I watched a video of 1980s Muqdisho and all the ladies had traditional headscarfs and the gambo.
