The government needs to start raising money from the diaspora, all the high risk towns are located in government controlled areas. Im sure

Beledweyne especially is prone to flooding due to being located at the lowest point of the webiga shabelle if Im not mistaken. Heck, they all are prone to flooding.

Cheapest way to solve the problem imo is creating floodplains, just have to make sure no one lives on the land. After flooding the land could be used for agriculture.

This super event presents so many opportunities, its hurts man to see that we will not use it to our advantage.

It does indeed present opportunities and can be a blessing for God if harvested, but if not all these floods can be devastating. I think the biggest impact they will have is washing away top soil which will lead to even more desertification.
