Flat lands both sides of the river that regularly flood when water levels rise.

I think the government and the local community have to identify the floodplains and artificially widen the floodplains that have no inhabitants. Beledweyne for example is located on a floodplain.

I'm shocked by the fact that there are no reports of mass evacuations prior to the floods. What are the local and state governments doing?

The floodplains are the prime farmland along the Shabelle & Juba. Impossible to pull back from the floodplains. The best course of action would be to channelize the river. This would take years and the only people who could do it well are the Chinese.

Channelization would be a disaster, but it is the only option available if you don't want your farms and cities to flood every 3rd year.
