Look at the benefits of biogas plants; its even better than nuclear plants because all the trash everywhere will be collected every day to run the biogas plant that will help the city to become much cleaner. It also produce interlock bricks, which will be used to pave all unpaved roads. Singapore uses Biogas plants to keep it's cities clean and trashless.

given the nuclear waste, the plant you mentioned is superior to nuclear. So it shall be an export like the oil, even better. There will be no weapons made from it without a doubt, so Somalia doesn’t really need it.
