Recognition is not happening. All you would have to do to stop recognition in its tracks is show this map to the UN Security Council.

That would be true if UN cared about Somalis. They don't (including Isaaq) they'll only deal with the party who has clear government structure and troops on the ground.
Also your map means nothing. Western Sahara is huge but sparsely populated with most cities, economic & political power is with Morocan government. The Kurds despite having large territory are minorities in Turkey, Syria, Iraq and Iran. UN borders have little regard for different ethnicities let alone different tribes.
I'd understand if you're talking about a powerful region like say Catalonia in Spain but Sool & Sanaag aren't on the same league.
Their population combined is less than Woqooyi Galbeed and offer little economic value, they're underdevelop and in the case of Sanaag the population is split 50/50. The importance of these regions lies in it's location and potential prospect in natural resources. Political representation of Sool & Sanaag with 20 seats based on 4.5. Aside from that they're a liability for the most part and can't stand alone as a region state or a country of their own.
