The money to build roads? Where dues it come from? Who creates wealth?

Aid and loans. The wealth is created because the transport becomes cheaper. With good roads Somalia will be able to export goods other than camels. Somali diaspora (and others) will also be more likely to invest in Somalia creating more jobs and wealth. It is that simple.
