He is just reversing the SNM rebel era game plan of trying to establish embassies unofficially in third world nations and using some local interest of that nation for brand building, but he knows they are not going to Sway the UN rules based system collecting few third world nations or Unrecognised Taiwan.

The shit has now gone scary as many are suprised a civilian leader has emerged in SL which is not good as we prefer to see SL head down snm strategy as we know its ending always.

Sad honestly. Long ago in the 90s/2000s Somaliland was the richest and most powerful Somali state in the Horn (Djibouti wasn't Ethiopia's main trade partner yet, SSC was a joke and Puntland was busy with internal issues and with Somalia). They wasted their leverage and golden opportunity and the result now is a Puntland that caught up economically and militarily, a formidable SSC and a trade rival in Djibouti who snatched that Ethiopian lacaag.
Basically their one track mind regarding seeking recognition made them ignore doing important development and staying competitive. Why isn't there a major road from Borama/Awdal to Ethiopia yet? Why doesn't Awdal have its own major port? These are important because countries around the world will almost always pay attention to nations that are richer and more developed than their neighbor. Puntland is the opposite, they are doing everything Somaliland should be doing like a second port in Garacad and an important roar connecting that port to Jigjiga.

SL educated base in the civilian class didn't have any opportunity to govern or even provide advice to any policy change from the SNM agenda which was to use war to secure British SL territory(when they really own a section(aag ku yaalo waqoyi weeye or known as beesha dhexe), use it as leverage in any talks with Somalia in terms of disproportionate power sharing and economic quotas and Isolate Darod into South and North thru a Samaale friendly federation and a twin capital model for Hamar n Hargeisa and make everyone else yell(inta kale ma roti ba).
IOG has been facilitating this Samaale bromamce since Carta 2000 between Hawiye and Isaaq but not out of Darod hate or Samaale love but for his own selfish well being to see Somalia unsolvable so he doesn't lose his state relevancy in the Horn or economic relationships with West(renting bases) and Ethiopia(imports) and what better way to stoke division there in Somalia between Darod, Hawiye, Isaaq. The other reason he does it is he fears ISSA kick him out of power if they keep seeing Somalia is becoming a Dubai(it's kinda like future proofing his own safety and power).
SNM agenda came to an end with the election of Ciiro which was quite big shift away from the old SL posture of SNM, this doesn't mean its a good thing as non Isaaqs assume by Muse Bihi leaving as it isn't business as usual politics.
Infact it's quite dangerous as he may now actually be able to tap into SL educated class from the kacaan or their kids for policy advice about Mogadishu and making SL now a serious contender in Somalia which isn't something other clans should welcome when we already knew their game plan was to simply brand SL thru online, media, open a few suuq madow offices in Nairobi and Addis, sell it to locals aqoonsi is coming to keep them silent and then allow SNM class elites to to loot and make a coin(30 years n counting) and it was working for them and kept their pressure off Somalia(at least officially) they do work with shady isaaqs unofficially in other political mashrucs.
