Maybe I'm being naive, but Kenya and Ethiopia's ambiguous stance on Somaliland likely stems from Somalia's current instability. They don't want to appear as though they're contributing to the collapse of the Federal Government of Somalia (FGS).

With a shared border, the looming threat of an Al-Shabaab takeover, a financially struggling FGS, the end of AMISOM funding, and ongoing defections within the Somali National Army, both countries are hedging their bets.

If the FGS does collapse, they want to be able to say they stood by the Somali people until the very end. There's also an upcoming AMISOM fundraising event, and both Kenya and Ethiopia are keen to be involve
