When its this densely populated, building higher rather than horizontally would be a better option for a CBD. See the new Central Business District the Turks built in Kinshasa as an example, which would fit a city like Hargeisa nicely;

I use to wonder why they can't build roads. Turns out it's just due to lack of political will. Unbelievable. All that time wasted.

At least the roads are getting built now.
