So does the change the voting system as a whole 4.5. Is the gov going to be more centralised. Does this mean less power for those idiot state leaders

Yes 4.5 will be abolished if this constitution goes through and it does mean less autonomy for federal states.

Is giving the President the power to appoint and dismiss the PM not a severe lack of check and balances? Shouldn't the PM be elected by the parliament? Or has that always been in Somalia's constitution?
