I have always been anti 4.5 and I have given my reasons for my dislike of this system. Untill one man one vote system is put in place. We should share power using a simple formula which is far more realistic about clan-power dynamics.
We should allocate political quotas to clans using the 'clan insurance mechanism'. This is far more realistic and legit then 4.5. Every clan that has a a legit nabadoon and is independent and manages their own 'clan matters' should be given political representation.
We shouldn't use these out-dated terms of darod, hawiye, dir, rahanwayn, this is not how clan power is based. We must ask for proof of each clan they are independent by producing proof they pay their own 'clan insurance' and have a legit 'elder' that manages that clan. This will sort out Somali problems and be far more reflective of the on-ground realities.
Just because your a clan doesn't mean your independent, some even 'share' their 'clan insurance' which proves they are not a stand-alone clan and there-fore will not receive the same 'quota' as truly independent clans. This sort of system is fair, just, and realistic of the on-ground dynamics. When u share power using out-dated clan names, it doesn't provide peace and only leads to further conflict inside that clan.
This 4.5 disaster was brought upon us by politicians who don't understand 'clan dynamics'. That's why any system going forward needs to ensure they understand how Somali clans are based using 'mag payments' as 'proof' they are independent, if you don't manage your own clan, you will not get representation is my view and your representation will be decided by who-ever manages you.
My sub-clan bah dubays has been independent for 200 years with a legit nabadoon 'dhaxal' system and I am 'reer isim' so I know these dynamics which most of you 'peasant' underclass won't know, my sub-clan shud get the same quota as 'sacad' or 'reer diini' as there is no difference between us as we handle our own mag matters and have our own elder just like them.
Who supports this system to keep Somalia stable untill one man votes? But it's sad seeing Rahanwayn ppl getting 77 seats when in total they don't have more then 10 nabadoons becuz we can assess by looking at the 'level' of your clan where u pay mag which will show your clan's true power dynamics.
