Something significant like changing the capital city, changing the 4.5 system so Dir and Hawiye are combined and Isaaq stand alone, guaranteed MP/Speaker of the house of the Pres isn't Isaaq etc. State your demands.

This dawlad will work to unify Somalia. No more middle man reer Hargeysa will to vote for who they want them to represent them in Somalia.
If I was Isaaq, I wud demand 4.5 to scale up with Irir n Darod powersharing. Since it's 4.5 only a 'tribal solution is possible' so that means no-one can touch 'other clan quotas'. Hag/dir have 120 MPS between them, that is way to much power, what could balance it out is if Isaaq said 'we want pm/president' rotation with hawiye and darod keeps his own post.
This wud make elections interesting with darod-dir-hawiye all running and we could 'cut coalition' deals with hag or dir without risking our position 'first' for 'pm spot'. Plus this also breaks up 'irir' vote in parliament. A Dir n Hag won't be able to cut deals together cuz it would mean they lose their position, and every dog wants his 'bone'. This wud make 4.5 more fairer and solves the Isaaq issue.
I wud take the Dir Bloc 61 seats in parliament, change the powersharing quota to be irir/darod, then have 61 votes secured for Isaaq by 'default' rather then stand alone as 'isaaq' with 29 votes. HAGS will run to 'rahanwayn' bloc for their candidate, darod n dir will negiotate who to back as President between their candidate. It will be interesting parliament now. The reason is 'dir n hag' cant coalition becuz they will share 'one seat'.
Ideally, this 4.5 system is bogus and doesn't represent the real nation power structure. We need to assign 3 mps each to 90 districts minus Mogadishu, set up parties with a real idealogy and program. All parties must have a represention in each region.
I also say we should have a capital city competition. These colonial legacies chose our capital for us not Somalis.

These are the best contenders as it's diverse and not one clan plus hargeisa or garowe or bosaso don't really need a capital but erigavo n galkacyo desperately do. But I suspect muse bihi won't want 'erigavo' rising cuz of HY factor, so galkacyo might win the votes as they present why they are suitable for it.
