I believe this is likely. Wasiir Jaamac is a clean guy and is close to Mahad. He has a good relationship with Turkey and UAE too on the military side. They both trust the guy to control Gorgor and UAE’s new force.
If Waare wanted to attack Wasiir Jaamac why not attack Mahad Salaad directly who’s the bigger fish. Or is Mahad Salaad an untouchable and Wasiir Jaamac seen as not having a strong clan blacking?
