Ok I will respond rationally but you marehans don't tend to have diverse political thoughts, do u know in the recent pilot elections of PL, two brothers were in two different parties, same with a husband and wife, this is showing u PL has diverse thought even at the civilian level, where-as I doubt this exists in Marehan.
The last legal system was infact illegal itself since it came through a 'coup', I am stunned we even still use it's internal states. The other thing what type of federalism has been answered many times by us, we want nothing less then the PL/JL model not the GM/HS/SW model.
That means decentralized local governments all the way down to villages with minimal coordination from regional states or federal authorities. We want to foster competition between towns and devolve power at the lowest level so it doesn't get corrupted at a single point such as a federal or regional authority. To combat corruption when the local has the government near him, there is less chance for corruption to occur. So if someone is living in Caluula and the govt is devolved to his level, it's better then the govt 700 km away in Garowe or even worse 1500 km in Hamar.
The further the government is, the more likely of corruption because the govt isn't there among the ppl to keep it in check, it may not know what's best for the ppl if they are not allowing the locals to decide n run their own fate with the absolute limited regional n federal involvement in the process.
