Khartoum is a weird city, it's more conservative than the rest of Sudan but the affluent neighborhoods are more liberal. All of the weddings are mixed gender with 90% of the girls not wearing hijabs and sometimes wearing short dressses. However when you're walking outside you're expected to dress modestly but this is starting to change.

All that is being said is that if a woman dresses immodestly then most of the blame is on her for displaying herself like a cheap piece of meat. If a woman is modestly dressed very rarely will she be bothered, you need to stop with the feminist garbage.

Right now, going by your sentence you are trying to suggest that men have a right/justified to harass when even if a woman is dressed inappropriately you will still be punished for it. There is nothing in the deen to suggest that Allah will forgive you based on a woman's dress.
