Pick 2-3 districts that needs the most development. Go in on those districts and employ enough police officers, police stations, social workers, nisa (undercover police), count the population and hand out valid ID cards, change the education system and make it free, promote nationalism and teach non violence, build new schools and daycare.
Urban city planning needs to be in place like new modern sewage system, electricity, enough water supply, building solid roads with side walls and traffic lights, build parks and neighborhoods. Build a great affordable healthcare for all. Create jobs while creating factories and employing people who really need a job, build social centers for the disabled, homeless, old people, foster children and IDP. Wifi is needed, alshabab content are banned. Create a state run cleaning service where thousands of employees can help clean the streets and make sure it’s safe.
And lastly a community stronghold in these districts I’m not talking about that clan garbage. A community that have the same income and watch out for eachother.
