The election was a closed list so the people that voted on the day voted for parties and not individuals.

For example, Wagerdhac hosts aanno qabiil runaways, so whenever someone kills someone from another qabiil in Mudug, they run to Saaxo. This means aanno qabiil never gets resolved and keeps getting larger. They need to join their kin in Galnus.
