They probably withdrew in order to setup defensive lines then they will regroup and mount a possible counter-offensive.

Why would they just completely give up Kherson and the entire region that borders Crimea?

Keyword is "claimed" Ukrainian counter-offensives, who knows what's really going on. Just like the Ukrainians were retreating from the cities, in the beginning, to save their strength for the future I believe the Russians are also now doing the same thing.
