The Garre carry the non-basal subhaplogroup E1b1b-V12 - in a way they can be classed as Pre-Hawiye, there is supporting evidence that they migrated from North Somali, in a way they are like the Gurgura, they historically were traders/merchants of the South like the Gurgura in the north.
From what I recall the Garre are part of the Reewin/Rahanweyn confederation, Reewin are the first proto-Somalis that arrived in the southern part of Somalia.
What you call the Somali identity has only come to fruition in the last 1500 years, the Reewin/Rahanweyn split from Northern Somalis for about 1,500 years which has created the unique Maay dialect, the Garre have their own language which is similar to Somali.
