They are Hawiye by affiliation. In KG they are part of Digil. By lineage they are Gardheere Samaale, the older brother of Irir Samaale.
Because Digil according to the constitution have equal rights to president. The first ever president of KGS was a Digil man.
Also that would be kinda unfair to the other tribes like Bimaal who have a right to get the VP.
The Garre carry the non-basal subhaplogroup E1b1b-V12 - in a way they can be classed as Pre-Hawiye, there is supporting evidence that they migrated from North Somali, in a way they are like the Gurgura, they historically were traders/merchants of the South like the Gurgura in the north.
From what I recall the Garre are part of the Reewin/Rahanweyn confederation, Reewin are the first proto-Somalis that arrived in the southern part of Somalia.
What you call the Somali identity has only come to fruition in the last 1500 years, the Reewin/Rahanweyn split from Northern Somalis for about 1,500 years which has created the unique Maay dialect, the Garre have their own language which is similar to Somali.
Confederations are flexible, I wonder if they have any relation to the Gurre in the North.

Garre will be VP otherwise they will stop fighting jiido al-Shabaab and also helping with walanweyn. What is Kgs administration without garre militia in LS. Other than biimaal, everybody else is weak. I know this without a doubt, if VP is given to anyone else they’re will be a shift in power in that region.
