Rooble wants to destroy our institutions for some quick cash. His thirst for money knows no bounds, he is willing to sell anything and everything. Rooble has a deep engrained hunger that he can't get rid of easily. He will go down in history as the single most corrupt PM to hold office in Somalia.
Farmaajo has two options.
1. Call the parliament and fire this thirsty poor man
2. Resign and let rooble and co bleed the country dry. Let them sell institutions for little cash and steal government land.
I have no idea how Farmaajo is allowing this to happen under his eyes. This is his government and this rooble is destroying all the state building the past 4 years in couple of months.

I would assume Rooble has future political aspirations for the top two executive positions once he's finished managing this year's (s)elections, there are other discreet ways to rob the public coffers than to sign away Somalia's airspace which would bring about a huge spotlight upon him.
