I think he is ciise but I'm not certain. The SNM wanted saylac to go to ciise because they assisted us during the dark times.

Not so sure it's gadabursi-ciise tension at play right now. It's probably the lack of strong state institutions which are making the locals feel disillusioned with their local government at saylac
