No. But the input of tribes should be limited as much as possible.
In Engineering, where there is no befitting resolution at hand, we seek a bespoke solution for unique quandaries, and in doing so, we tap into our ingenious intellect. In the case of .So, we want to come up with a system of governance with which tribes could identify, unites and harmonises them, protects them, and advances their interests. Federalism does for some, but not for all, hence why we must think of a system with said characteristics. Thinkers and students of Politics ought to think about such a system. Let us not beholden to existing systems, and instead be creative in our thinking. Then we shall have a nation state.

Postscript:
Defining and identifying a problem is the first step in its resolution courtesy of Da Vinci's model, but if one keeps pointing fingers at all directions in misidentifying its core ills, one will never be able to resolve it.
