But in the case of Somalia, the nation was already formed in 1960. Why are we still a tribal based society/government.
I was more referring to institutions, and not the scaffolding, besides, everything had to be recreated from scratch in 2000, the 3rd Republic.

You can neither have a nation state nor institutions without the people 'qabaa'il'.

You need the Somali people, yes. But not neccecarily the tribes.
It is as if you got the wrong end of the stick. If you closely listen to him, his core message is: let us build our country like other nations, then brings up 'qabaliyah', which we could all agree is degenerative. Do you not speak good Somali?
There could be no Somali people without the tribes. You are not suggesting importing Bantu people, are you?

No. But the input of tribes should be limited as much as possible.
In Engineering, where there is no befitting resolution at hand, we seek a bespoke solution for unique quandaries, and in doing so, we tap into our ingenious intellect. In the case of .So, we want to come up with a system of governance with which tribes could identify, unites and harmonises them, protects them, and advances their interests. Federalism does for some, but not for all, hence why we must think of a system with said characteristics. Thinkers and students of Politics ought to think about such a system. Let us not beholden to existing systems, and instead be creative in our thinking. Then we shall have a nation state.
Postscript:
Defining and identifying a problem is the first step in its resolution courtesy of Da Vinci's model, but if one keeps pointing fingers at all directions in misidentifying its core ills, one will never be able to resolve it.
