It's estimated that 90 percent of adult males in the autonomous region of Somaliland chew khat formirqaan, the Somali word for its euphoric effect.
Somaliland has a chronic unemployment problem - about 75 percent of its workforce are jobless - although this doesn't deter people from a monthly khat habit that can cost $300 a month.
Since Somaliland already has a 90% male khat consumption rate and 75% unemployment they might have thought it would be easier to market alcohol there because there are studies that indicate unemployment can lead to greater alcohol consumption. In my opinion their only true crime was getting caught and not paying import duty to the independent Somaliland government.

I'd pay the local off whatever he is willing but I would have to compare how much I would get back in terms of profitability also. I won't pay him 3-5k if my profitability is 8k. If my profit margin is 10k per run, yeah I will try to get him down as cheapest as I can get. 300-1k, while I walk away with 8-9k or more per run. Plus mind you the bottles will fetch a lot since it's black-market economy, so I would sell it 5-6 times retail price since the supply is 'low' and competition non-existent.
