By tuktuk I assume you mean Tukaruq, Sool? Then the answer is no these are private individuals it would be highly unusual for a whole state to start selling alcohol to take back a customs checkpoint. To be honest you don't know where they are from, the license plate says PL but they could be from Somaliland since we both agree it is destined for the alcoholic consumers in Burco, Somaliland.
