PL is definitely at a cross roads since 98. Their goal is just to see Somalia recover and rebuild and begin progress(like real one based on nation state development principles not humanitarian program disguised with fancy names(agenda there for donor nations and its private sector) that simply just covers off the human survival basics not development, u simply can't develop of aid(the principle behind it isnt development but contain) as it's not a productive investment but more a ku si haaya meeshooda investment(contain).
PL has to deal with alot of things locally to bring about a cultural revolution as we have people all stuck in old world social values(sultanates) and cooperation, some stuck in SYL values(Somali republic based on democracy), Some are stuck in moryan era values(tiisa at all cost no matter the consequence for masses). On top of all this we also have a vicious class system(educated, religious, business, thugs, nomads, farmers, fishermen, isimo or aristocracy, political elites, institutional elites from various govt eras), on top of that post 90s a warlord, terrorist, piracy, and other shady black market orientated schemes(isbaaros, idp rackets, offshoring, himan trafficking, drugs logistics, weaponry flow). A true shit show.
Then u got the issue of Puntites like other Somali clans and regions come.from different time periods and circumstances, different household urban vs rural, different clan dynamics and values thru intermarriage, even different locations(diaspora), it's quite a volatile internal situation as these people all see and think in different ways and then u got the national issue where Hawiye hold onto centralisation format due to hamar being the capital and want to reimplement siyad barre system as it benefits them.
U got SL chasing secession but has a volatile internal civil war raging either direct(90s) or indirect(post egal and HY). These clans all have similar internal dilemmas with their social base as Puntland.
