This is a shocking new low never seen in Puntland Parliament history, culture, code of conduct, and values in its 25 year existence.

War meeshu ma aha SL, this guy must not be allowed to get away with setting up a failed parliament like Sakin did for Mogadishu. He is setting a bad example and if not prosecuted others may copy or it may become a systemic culture like SL.

This is the legislative of the whole state, wa wixi dhan PL institutions and society ay hos taagan and if their breaking the law themselves by using criminality it can lose public confidence.

Was he prosecuted? When it happened is not the issue, it must be prosecuted to ensure the integrity of the law making organ of the state. The MP surely has not read his rights and responsibilities of his office(u r also under a sharci). PL creates institutions, offices, positions and those come under the law, the person sitting there irrespective of the sitting govt is forever tied to the sharci. PL aspires to be rules based state not a politician based state.

PL is definitely at a cross roads since 98. Their goal is just to see Somalia recover and rebuild and begin progress(like real one based on nation state development principles not humanitarian program disguised with fancy names(agenda there for donor nations and its private sector) that simply just covers off the human survival basics not development, u simply can't develop of aid(the principle behind it isnt development but contain) as it's not a productive investment but more a ku si haaya meeshooda investment(contain).

PL has to deal with alot of things locally to bring about a cultural revolution as we have people all stuck in old world social values(sultanates) and cooperation, some stuck in SYL values(Somali republic based on democracy), Some are stuck in moryan era values(tiisa at all cost no matter the consequence for masses). On top of all this we also have a vicious class system(educated, religious, business, thugs, nomads, farmers, fishermen, isimo or aristocracy, political elites, institutional elites from various govt eras), on top of that post 90s a warlord, terrorist, piracy, and other shady black market orientated schemes(isbaaros, idp rackets, offshoring, himan trafficking, drugs logistics, weaponry flow). A true shit show.

Then u got the issue of Puntites like other Somali clans and regions come.from different time periods and circumstances, different household urban vs rural, different clan dynamics and values thru intermarriage, even different locations(diaspora), it's quite a volatile internal situation as these people all see and think in different ways and then u got the national issue where Hawiye hold onto centralisation format due to hamar being the capital and want to reimplement siyad barre system as it benefits them.

U got SL chasing secession but has a volatile internal civil war raging either direct(90s) or indirect(post egal and HY). These clans all have similar internal dilemmas with their social base as Puntland.

PL untill it really chooses and sits down on the format it will follow and not have these unofficial things happening below the surface(sultanate code of conduct while proclaiming your nationalist which is a huge contradiction), the sultanate might of ended but not socially or politically as it's still officially the govt and society values.

Not to mention the 90s moryan element who are there but due to PL culture, way iska gabtan even tho they are prone to come out anytime when they see anything violating those values they believe in, I do give credit to PL they don't empower them or consult with them like some other clans who capitalise and coordinate with them.

But if PL wants to be rules based state(reduce the human element and create a state that is strictly about laws not people?Laws tied to land, state organs, the institution, offices, courts, and not rely on the person of the day) or do they want some Mafia type culture learned during Italy colony(SYL movement was hijacked later as the Somalis started to learn the Mafia way of operating socially, politically, and globally also.

If PL wants to be rules based state u got alot of work to do to instill this at the social level that people don't matter in PL(waa laga maarma) sort of attitude and the state and all its organs and the rule of law is the only thing that matters.
