I drove from Galkayo to Bosaso in June. I saw the home he is building on a hillside just north of Qardho. The man is a corrupt SOB. Corrupt on a level I was shocked by even though I knew quite a bit about him.

I hate him and I hope that mansion will be bulldozed at some point.

Corruption and milking public positions for personal gain needs to be addressed(beyond empty slogans and meetings) and combatted with a genuine regional will across all sections of PL society. before any legal instruments is drafted, reviewed and voted on before it is codified and enforced thru institutions, as it causes more problem then actual gains. The small gain of a mansion vs being deemed a risk for development by the international community financial institutions which all foreign investors worth their salt read and consult before any investment, this isn't a good trade off as it keeps the region in a standstill in poverty indefinitely for some asshole petty mansion in a ghetto like society.

I'm not sure what's driving it but it's not a clan based issue so it's not just Guleed or Issa Mahmoud but this is systemic across all Puntland politicians and the only common factor between them is they were born in Mogadishu and grew up there and developed their outlook(mafianimo) due to Italian colonial legacy which did infect our leaders Post independence till state collapse(which created another generational rabid breed i call the moryan era which is seen locally there now and also in the first wave of Somali refugees children or first gen Somali westerners in the west).

The issue of corruption isn't an individual thing but a nation and region wice problem and isn't only contained to the leaders but can be seen across all sections of society and walks of life. Even the lowest man there is absolutely a genius at doing everything the corrupt way(when I say corrupt I don't mean incompetent but what I mean they will always carry out anything with his own well being in mind irrespective of the damage it can create socially).

I'm not pro Ali khalif, as I studied his posture and agenda intricately and he had a good idea even if his own interest was the main driver and Dhulbahante were just the project to achieve his agenda. He did have some political goals for Dhulbahante that were not in PL or SL well being.

When I say well being i don't mean regionally, this man had national objective not regional and only using the regional dynamics as a door into villa Somalia essentially. His from the earlier stock of Puntite leadership who would use PL as a stepping stone or experience for federal govt ambitions which should of died away when Farole Senior in 2009 essentially declared no more Hamar focus and PL come first and putting a stop to this constant Hamar fetish.

Ina galayr just wanted Dhulbahante in Somaliland so he can sign a deal with isaaq to help the north and south idea become true he pitched let the north take president or pm for thru a new deal without violating 4.5(giving hawiye the other spot) while giving Dhulbahante one of the highest position for the North without violating the darod quota in Hamar(pm or president) while Isaaq govern the north.

Where as with Majerten he knew that was his biggest obstacle as the darod post would include a clause, the candidate can only be from the north in order to satisfy the northern regions cooked up and imagined political isolation. He essentially was trying to get that done.
