It is paramount our development plan is targetting HDI indicators. HDI is where human potential is measured and where it will be easier to secure foreign n diaspora investments. Puntland must collect what our current HDI is in the following area.
1. Education access and quality
2. Water quality and coverage across our nation
3. Transport infrastructure(port, airport, roads)
4. Health access
5. Food coverage, access, and quality
6. Electricity coverage and access
7. Income
It is critical in our development plans we address those key areas, we need to collect this data immediately and present our current score, we can then develop a road-map from the existing data and begin our PL journey to address and increase those scores over the years. We shouldn't develop our society without taking HDI indicators into factor as this is what potential investors will review before investing.
PL development plans should be aligned to these indicators. For example we need to immediately certify our universities with 'international certifications' so the students we produce are recognized with skills. This means we can secure all Somalia students to attend our universities because our universities will be recognized. This will be huge booster to our local economy like our 'trade' sector so far is.
We can also sign bi-lateral deals with developed nations and send of a quota of our students to work in their industries like indians do. I envision a huge puntite skilled diaspora developing from this while we can export the large excess grad students who are unemployed into developed nations. This must be a short-term policy, eventually we want them to return and make our market place developed.
We need more ideas how we can increase our other HDI indicators, which need to be realistic and not dreams also. Once we collect all the various ideas from our educated people, we need to pass on our recommendations to PL govt and make it a 'long-term developmental' policy that cannot be changed by different governments. We need to hold the course over a long duration of time with govt stability.
