This couldn't have come at a worse time. Now a statewide convention will need to be held to divide the 17 seats Dhulbahante vacated to other clans and to make the necessary amendments in the constitution. The election will most likely be pushed back by 1 or 2 months to resolve this issue.
Or going back to 1m1v and let parties decide seats
.has to be 49 mps that vote. The 66 seat allocation based on region if those sool Sanag and cayn gone I don’t see how seats can randomly be divvied up in less than 2 weeks to remaining regions. There should have been census done in last 25 years
good move by SSC though. If they participated would have raised questions about their statehood. And no matter who they voted for it would be either HSM was pulling string so they can get state or they were in Deni pocket it was lose lose situation smart move pulling out. Why divide up those 17 seats when 49 is more than enough for PL?
I agree. Especially if next election gonnna be 1m1v it’s too big of a headache with 2 weeks left to figure out redistribution. Best to go with 49 short term
Everything moving to fast. 2 weeks left and do we even know where khatumo borders start and puntland begins. Especially with warsangelli having to make big decision around sanag status. Ideally we should postpone elections and figure out 17 seats ,borders ,and update constitution. But looks like all this is being swept under rug and next president and parliament will have to figure this out
Those are the current seats but it's not fairly split as the Dubeys who has deegaans in Bari region such as Bosaso, Ceel Daahir ,Carmo, Jimbac ,Laag ,Galgala and others have no mps . When the recent 1m1v just in Bosaso we got 6 seats.
In Sanaag we lost 2 seats
For Cumar Warsangeli we have clans like Nuux Cumar, Bah Ogayslabe , Muxumud etc all live in Ceerigaabo district we have 0 representatives in PL even though PL operates and we voted in 1p1v.

The solution is 1M1V, allocation based on clans will lead to more troubles. There are MJ subclans that have zero representation, if those subclans get representation then MJ will get more then 60% of the representation. 1M1V should be enforced urgently.
