unless the administration can do what they did in Somaliland:
National Service get you a job in miliatry and govt
Teacher Training Institute trains you to be teacher in a State School
Civil Service Institute - get's a job within civil service

The only downside is once you complete a program at these places you get sent to wherever there is a need, which is why some people complete it but don't take the job as they are taken too far from home.

I don't think the administration has the capacity for this yet as there's pressing matters to deal with first
Somaliland's youth unemployment is 80% so none of what you suggested works. This is a cultural issue of complacence.
 
God damn Indians and Chinese, they are everywhere. Even willing to come to somalia for work. If as @codewebsduh says, there is a skill gap, then a few should be here to transfer their skills to Somalis, but they shouldn’t replace native somalis of their jobs.


It is actually the lack of labor rights that foreign workers are taking advantage of. No Somali can be employed in Indian and Chinese businesses, yet their unemployed is taking jobs from our unemployed. Nobody really cares about our unemployed and it is sad.

We have good engineers; they just didn't have many outside experiences. But the last thing we need is Chinese or an Indian taking jobs from our people.
 
The quality of construction is very average for normal homes. I'm surprised to hear that these guys are being replaced by skilled trades.

That being said companies should try to up-skill their own workforce. Using only skilled foreign workers is a very short sighted solution.

One thing the government can do is award work to companies based on their local content. They should consider the number of apprenticeships contractors have, and what proportion of material and labour is sourced locally.

This is amongst other things like the contractors financials (are likely to go bankrupt?), their tender price, and consideration of what their previous projects were (similar complexity or value?).

This should be the case for all federally and state funded projects.
