Farmajo wants to appoint the delegates that will choose the Dir/Isaaq MPs in the federal government and he is clashing with Abdi Hashi who is Speaker of the Senate (and is from Somaliland) about who will appoint the delegates that will vote for MPs from Somaliland. So why is Bixi talking about this it's because he is drawing parallel between Siad Barre's mismanagement to Farmajo.
Usually what happens is that the senior Dir/Isaaq leadership in Mogadishu which is Hashi through a consensus among themselves appoint their delegates and MPs but what Farmajo is doing is that he is appointing them so he can secure votes in an election he is running in he should be impartial.who appoints the delegates usually? the speaker? and how will farmaajo appoint the delegates, maybe those he thinks will vote for him.
