Force them!! They will likely to take them off while they are not in your sight, if they are not convinced with the idea of hijab. I am a hijabi and a lot of women I know who are part-time hijabis take them off while they are not in their parents sight to compromise with them and to avoid drama. Even in Saudi-Arabia women and men mix together without the knowledge of family or authorities. So forcing them to be modest is non-sense.
