An RPG can't bring down a moving aircraft, it can only hit fairly still targets such as helicopters hovering in place. This required firepower that Somalia lacks and Ethiopia and AMISOM only have. Furthermore the destination was Berdale and the aircraft took off from Baidoa so this was a local flight no?
