You and I knows that Somalia since 1991 has no currency. Just putting any figure will not change that Somali Shilin is not accepted as currency. So if we have national currency than charge me for not using it.

Somalia Shillings currently stands at 24,000. If more people started using it that figure would go down. Somaliland did it when the SL Shilling was heading towards 12,000 the gov made Zaad & Edahab switch to the shilling and told all the bill States services to only accept SL. Now the SL Shilling been strengthened to 8k

The SL Shilling is used as the state is trying to stop the usage of the dollar and making people understand and knowledgeable on the country's own currency. To increase its usage as the more it will be used the stronger it will be.
Now you bringing examples inside our states but still outside world will not accept our currency.
