Not necessarily it was moreso the Safavid empire choosing shiaisim as their main religion of the state there’s been plenty of scholars who were Persian who contributed greatly to islam, such as imam at tabari. I mean every non-Arab culture used sufism as a method to incorporate syncretic beliefs and veneration of saints.
