What are the short and long term causes of the waste dumoed by our coast? And how long will it take to get it down to safe levels?

I've heard people have developed birth defects at a higher rate lately.

Swiss and Italian companies involved according to the Times article (Swiss - Achair Partners, Italian - Progresso) . Not just nuclear waste but medical waste and other stuff as well.
