This question came to me as I saw the name of that Seattle politician.
Noticed it before as well.
It's in the somali language. When you call a male the name ends with ow with females it ends with y.
In Djibouti/Somaliland/Ogaden/Puntland/Gedo nobody has names ending in -ow. As @Armadillo said it seems popular with Hawiyes.
They're probably pre Islamic names most of Somalia has be arabized
