Somaliland is owed a share of the international community money. Mogadishu is claiming sovereignty and denying the funds otherwise Somaliland could apply seperately for those funds. In 2012 there was an agreement for Somaliland to deal with the international community seperately but Mogadishu cancelled the agreement.
The common theme in this story is that Mogadishu is full of snakes who will agree things when they are weak to build their legitmacy and then renege as soon as they feel they have sufficient control. Same goes with Puntland's federal model and in all likelihood the federal model altogether at a certain point.
This is not the story you think it is. It's an argument for why secession is a necessity.
