If Puntland and Jubbaland did not matter, Farmaajo wouldn’t have attended. He already has the support of his 4 children in Galmudug, Hirshabelle,SWS and Finish. He wouldn’t need to negotiate or make concessions if he didn’t need the legitimacy of all the FMS. It’s basic politics.
