Somalia Minister for Civil Aviation, Mohamed Abdullahi Salad, disclosed that full control and management of ‘Somalia’ airspace from Mogadishu is only about two weeks away.

The Minister, speaking to the Voice of America, Somali Service, today, revealed that installation and testing of equipment to control and monitor Somalia airspace was near completion.

“We expect,” he said, “to hold an inauguration ceremony for the full takeover of Somali airspace control from Mogadishu on the 28th of December”.

The Minister, currently on an unofficial visit to his erstwhile home, Edmonton, Canada, where he lived as an immigrant previously, announced that Somalia shall for the first time since 1991 be able to administer aviation matters from Mogadishu, the seat of the Federal Government of Somalia.

The Minister stated that the Flight Information Services office presently stationed in Nairobi, Kenya, will completely move over to Mogadishu from mid-January 2018, and that equipment currently installed at the Nairobi FISS office will be dismantled and installed at other ‘Somalia’ aviation centers by March 2018.

Minister Salad stated that his ministry finally signed office relocation agreement with ICAO in September this year following other visits he and his predecessors at the Aviation helm made to Montreal, the HQ of the International Civil Aviation Office (ICAO), the last of which was in May earlier in the year.

The Minister completely ignored the issue of Somaliland airspace claims as a sovereign republic practically independent of Federal Somalia (since 1991) and the agreement the two sides – Somaliland and Somalia – reached on the issue in 2014 in Istanbul, Turkey, signing the Istanbul II Communique (see attached). Neither did the VOA choose to ask.

The Minister, in line with the views of his government, sees Somaliland as part and parcel of Somalia despite the fact that the latter had nothing to do with Mogadishu for 27 years. Somaliland although not diplomatically recognized by the international community, is a de facto government thus treated by the outside world with its own Constitution, flag, currency, passport and fully functional government organs which helped establish the country’s commendable achievements in democracy, peace and stability which starkly contrast the political conundrum that characterizes enigmatic Somalia.
It remains to be seen what steps the new government under president Musa Behi takes to ensure that Somaliland airspace does not fall under Somalia manipulation.

Somaliland aviation matters now fall under an autonomous agency newly established by a parliamentary act, the Somaliland Aviation Authority, headed by a veteran ex-commercial airliner pilot, Captain Abdi Rodol.

Federal ministry of transportation and aviation declared that the airspace of Somalia will be controlled from inside the country before the end of this month.

Speaking to the VOA Somali language section on its weekly ‘Guest Speakers’ program, Minister Mohamed Abdullahi Salad Omaar who is currently in Canada announced the new development noting that his ministry will fulfill their earlier promise on next week by holding an opening ceremony for the aviation office in Mogadishu before the end of December.

“Thanks to God, I am giving glad tidings to the Somali public just the way we took a pledge as of 28th of this month officially to take over the Somali airspace and we shall do a big opening ceremony for the office” said Minister Omaar.

The minister emphasized on the need for foreign workers and the ICAO organization involvement to continue with the work in the aviation control office until they secure local educated staff.

“Foreign workers and other staff from ICAO will be involved till we train Somali people that will have the necessary knowledge to run the aviation system and one day they will officially take full control of the operations” Minister Omaar said.

Training and capacity building will be extended to those Somalis selected to operate the airspace equipments. “Prior to this, we shall train them but most important of all is the for the Somali government to manage the airspace.”

He mentioned activities on the project are passing in their final stages.

Early May, ICAO handed airspace control equipment to Somalia through its ambassador to Kenya Mohamed Jamal.

Late August while in Sharma Sheikkh, Egypt for a meeting on Aviation Management for Africa, minister Omar said Somalia will have full control of airspace by end of October.

“We expect for the first time [since early 1990s] Somali air space to be controlled from Mogadishu. Now what we need is get trained personnel who can take part in controlling Somali air space. As we are planning, we expect end of October 2017 to start this issue but a delay of some days can be possible because of installations of large amount of equipment” said Minister Salad.

The United Nations Development Program, UNDP and the International Civil Aviation Organization founded a civil aviation caretaker authority for Somalia, CACAS following the collapse of government in 1991.

The International Civil Aviation Organization (ICAO) is a specialized agency of the United Nations. It codifies the principles and techniques of international air navigation and fosters the planning and development of international air transport to ensure safe and orderly growth. Its headquarters are located in Montreal, Quebec region, Canada.

If States want money they have to
I reckon no state should be given the money if states want funds its should be given in development projects. Decreases in poverty and increases in growth should be rewarded while corruption and bad management should be punished and replaced with a new development plan.:fittytousand:

How much do you estimate we can make from this ?

If its 100's of millions we might be able to increase our budget by factors of 2 - 3.

No clue actually but it would give the Government a stable revenue source to use instead of relying on unreliable IC funds
"Somalia is strategically located at the crossroads of Africa and the Middle East, and as a result, over between 150-200 flights...each flight has to pay approximately $275 in air navigation charges which ICAO says generates on average $1.1 million per month. These fees have been collected by ICAO on behalf of Somalia since 1993" that's over 300 million dollars
