If they were half as competent as Hangaash we would never see a suicide bomber in the country. Those guys use to put the fear of god into anyone working against MSB goverment. Your next door neighbour, best friend, your mom or uncle you never knew which one was a Hangaash/NSS informant or even agent. Lol that's why all the rebel groups organized outside the country not until the final months of Kacaan rule did they even feel remotely safe going into any major city.
Yes this is true, Hangash did do incredible work against Terrorism in Somalia and NISA is not even 1/100th as good but what I am getting at is that legally speaking NISA, NSS, and Hangash are the same thing and the latter two were abolished in '90 and '91 respectively. So legally speaking the Government does not have the power to create a agency to surveil it's own citizens and extrajudicially imprison or execute them [on the President's, the Army's, or Parliament's order] without changing the constitution and last time I read it there was no amendment to abrogate Siyaad's disbandment of the NSS and either Aideed's Ali Mahdi's (?) disbandment of Hangash. If you look at the NISA website, the last time I checked (2024) they claimed they were basically NSS 2.0 in their history section.

Yes I have heard abt that, but I remember reading somewhere that technically the security forces do alot of things they by law cannot do but the gov turns a blind eye (execution, torture, interrogation, bribing ppl for info, NISA's whole existence as NSS/Hangash 2.0) because it helps them fight the enemy.

But giving the courts, police, and security forces the legal ability to actually do things and retaliate in kind will mean that tyrannical moves are checked while harm to the enemy is maximized.
NISA is better at beating female journalists than catching shabaab
