I love the HRE. It's a mess till Prussia comes along and fixes the German states to one unified unite. This is how suspect our history would've went had outside interference not happened. Eventually one state will grow strong enough to absorb all smaller and weaker states into its influence.

Youd be surprised how many young people back home are fed up with qabiil just a civilian order (non islamist) taking advantage of this and forming a new SYL can help us greatly. If you form military order it will cause foreign invasion , if you form religious same thing thats why a civilian order will be ignored and can build up slowly over time.

But millitarism and religion is what historically defined the Somalis.
If what you mean by "civilian order" is a political party like the SYL, then that is no longer possible in the same way. There are no policial structures in place for such thing. We must build the country's institutions again from the group up.

That can only be done with militarism. To defeat the old ruling class, eg. Corrupt FGS Politicians, Al shabab high ranking, state govs of Punt & Somaliland, Qabil leaders ect.

These old power structures must be torn down by millitary means. And through force we can build a country again.

You mention US intervention, really there is nothing stopping that, whether it's millitary, islamists or civilian. If we go against their world order they will try destroy us. Only option is to fight if they try get involved. We saw how others like Afghans and Iran managed to secure their sovereignty.

Obviously war must be avoided, but a nation wide millitary insurgency in case of foriegn intervention should be must.

Basically, Somalia needs a new youthful government and militant group that will take over the country and forcefully remove the old orders of power within the nation as well as destroy islamists insurgency groups like Al Shabab. Then they will use force to bring order and stability. Courts and prisons will be established. People will be sentenced, mass executions of politicians, terrorists and sympathisers.

A new Somali constitution that doesn't try off brand west. But instead makes something that fits the Somali people.
The UK has a house of Lords alongside an elected parliament. Perhaps we could do something similar with a house of government with clan leaders to make all qabil feel represented in leadership.
The other house of government will be elected.

A legal code that combines traditional Xeer with Islamic law and new modern innovations for modern issues as well.

For the first 2 or 3 decades there should be a millitary government to enforce law and order in a country which hasn't seen any for 3 decades. Hopefully this would have cultivated a strong and unified state.
